Is copper plating used on its own?

Usually as an interlayer under nickel or tin. On its own it serves conductivity or stop-off masking against carburizing.

Can copper be plated directly on steel?

A thin strike from cyanide or alkaline copper is followed by acid copper for thickness; MIL-C-14550 and ASTM-B734 define the steps.
